The main control part 40 includes: a CPU 42; an input part 44 inputted with the document identification information for identifying desired document information; various kinds of interfaces; a document information accumulation storage device 30; and an authentication storage device 54 or the like storing the registered indicating person identification information. In the CPU 42, an association part integrates the indicating person identification information and the document identification information to form association identification information, and an output part 68 has a function writing the association identification information in a wireless tag, sticking it to a paper sheet printed with the desired document information, and putting a tally seal.
