Client computers 42-44 each store observation information acquired by a human observation unit 1, a surrounding circumstance observation unit 2 and a robot type observation unit 3, together with their acquisition times per object, extract a plurality of those observation information acquired at specified time intervals or shorter as one cluster information among the stored observation information and store them per object. Based on the cluster information stored in the client computers 42-44, a data managing server 45 estimates and stores the conditions of objects according to a predetermined decision tree, and extracts and stores events between objects, based on the stored conditions of the objects.
