A fiscal printer 16 comprises: an encryption IC chip 81 which has at least a function for encrypting input data and is equipped with an IC chip storage unit 86; and an encryption IC chip control unit 82 which outputs a control command to the chip and controls the chip to execute processing. The IC chip storage unit 86 stores a password, and also a second SRAM 83 stores the common password. The encryption IC chip control unit 82 outputs a control command including the password to the encryption IC chip 81. The chip performs authentication of the control command on the basis of the password included in the control command and the password stored in the IC chip storage unit 86.
