PROBLEM TO BE SOLVED: To provide a technique that determines off-route with higher accuracy.SOLUTION: The present invention comprises: a matching unit for specifying a user's estimated position on a route on the basis of the relative movement distance and movement angle of the user from a previous detection point of time to the latest detection point of time that are outputted from a sensor module that detects the user's movement; and an acquisition unit for acquiring information pertaining to a skip link, which is a region less than or equal to a first threshold in length and constituted from at least one or more links, with a first entry point to the region connected to a first link from outside the region and an exit point from the region connected to a second link from outside the region, the direction difference of which from the first link is less than or equal to a second threshold.
