A link destination information reading part 901 reads the information of a WEB site before transition instruction to the WEB site is made, and a pop-up analyzing part 902 analyzes the read information of the WEB site, and classifies the WEB site, and a pop-up control part 905 controls the propriety of the display of a new window to be called from the WEB site when transiting to the WEB site based on the classification result.
