PROBLEM TO BE SOLVED: To provide a mechanism for preventing an infringement of copyright.SOLUTION: An information apparatus acquires character data to be transmitted to a user terminal, and registers the acquired character data into a storage device. The information apparatus acquires transmission data including character data performed with a transmission instruction from the user terminal, calculates a risk value indicating copy right infringement risk from the character data included in the acquired transmission data and the character data registered in the storage device, and determines whether to transmit the transmission data, according to the risk value.
