The one-time information acquisition unit 121 transmits the acquired one-time information to an operation terminal 3. A method inquiry receiving unit 122 which receives an inquiry for a conversion method to be used for converting biometric information for authentication of a user U, and presents a conversion method used in the acquired one-time information to the operation terminal 3. The method inquiry receiving unit 122 presents the conversion method used in the acquired one-time information to a method inquiry unit 514 of the operation terminal 3. An authentication biometric information acquisition unit 123 acquires transmitted operation terminal-side feature quantities.
