PROBLEM TO BE SOLVED: To provide an information processing system, an information processing method and a program capable of presenting an improvement content to be implemented to approximate an ideal substrate cost.SOLUTION: An processing system includes: a first identification unit for identifying component information regarding components to be installed in a print circuit substrate based on identification information identifying the print circuit substrate to be manufactured; a second identification unit for identifying resource information corresponding to one or more steps required based on the component information identified by the first identification unit; a calculation unit for calculating an ideal value of a cost regarding manufacture of the print circuit substrate based on the component information and resource information; and a notification unit for notifying a difference between a cost regarding the manufacture of the print circuit substrate indicated by outsourcing information presented by an outsourced group and the ideal value calculated by the calculation unit.SELECTED DRAWING: Figure 4
