To provide information to a user according to a change in state of an area.
An information collection part 11 moves along a route set in a predetermined area, and collects information on the area. An output part 12 outputs a plurality of contents related to the area. An operation reception part 13 receives an operation for selecting an arbitrary one of the contents output by the output part 12 from the user. A calculation part 14 calculates the number of times that the content is selected by receiving the operation of the operation reception part 13, for each content. A route creation part 15 creates a route based on the number of selections calculated by the calculation part 14. A content creation part 16 updates the content by use of the information collected by the information collection part based on the route created by the route creation part 15.
