A central device 4 transmits service intersection information including information for identifying whether each intersection is a service intersection or not and the like to a plurality of service traffic signals 3A, 3A, etc., and a plurality of traffic signals 3B, 3B, etc. An on-road device 1 receives the service intersection information from the service traffic signal 3A or the traffic signal 3B which are connected via a communication line, and transmits it to an in-vehicle device 2. The in-vehicle device 2 creates notification information such as image data in which locations of the service intersections are superposed on a road map based on the service intersection information, and provides it to the driver.
