Abstract:
PURPOSE:To easily control the quantity of generated information for each frame by applying inter-frame prediction coding each of the orthogonally transformed component from a low frequency component for each frame and making the prediction error of a succeeding low frequency component zero when the quantity of generated information exceeds a prescribed quantity. CONSTITUTION:Each frequency component signal subjected to orthogonal transformation is inputted to a scanning conversion circuit 3, in which a low frequency component of each block is at first read out and a high frequency component is sequentially read out, and an inter-frame prediction coding circuit 4 applies inter-frame prediction coding, and an entropy coding circuit 5 applies code conversion to compress the information. An information quantity counter circuit 7 observes a data storage quantity signal 6c of a buffer memory 6 at the head of a coded frame to decide the information generation permissible value of the succeeding coded frame. Then the quantity of the information generation of the frame is observed from the head of the succeeding coded frame by counting the clock 5b and a coding stop signal 7a is generated when the count exceeds the predetermined permissible value. Thus, the quantity of generated information at every frame is controlled.
