To provide an information recording medium and its program, and an information processor that can perform flexible and rapid processing for a nonvolatile memory.

An IC card (information recording medium) is equipped with the nonvolatile memory 15, a processing performing means, etc. The nonvolatile memory 15 is divided into a plurality of blocks, and allocation information 15a for discriminating each of the divided regions is allocated to the divided region. The allocation information 15a comprises a region identifier 15b and a block identifier 15c; and the region identifier 15b is "1, 2, or 3" etc., as classification information and the block identifier 15c is a head address (#0000, #0800, etc.) of each divided region. The processing performing means inspects the nonvolatile memory 15 based upon the allocation information 15a.
