To solve the following problems: a descriptor of PSI is not effectively used during conventional chapter setting but only used for merely displaying contents themselves of the descriptor; and when an EPG is used for index information, the latest information is not adapted in case of sudden change of program organization.
A separating unit 4 separates packets of program information and PSI of MPEG2-TS recorded in content recording media 3. A PSI information analyzing unit 5 acquires character information from a prescribed descriptor of PSI information and stores it as a keyword in a memory 6. A video analyzing unit 7 extracts character information in the program information. A chapter setting unit 8 collates the character information extracted from the picture analyzed by the video analyzing unit 7 with keywords registered in the memory 6, generates chapter information when a matching keyword is found, and stores the generated chapter information in a chapter information storage area 3B of the content recording media 3 to effectively use the PSI information.
