A psychological visual analysis/signal compression means 3 applies psychological visual analysis to a video signal included in the received information signal and compresses the frequency band to output a video analysis signal and a coded video signal. A characteristics extract means 4 extracts a video feature component used for processing of the information signal based on the video analysis signal. An information recording means 5 records the coded audio signal to a recording medium 6 by using the audio feature component for an identification signal and records the coded video signal to the recording medium 6 by using the video feature component for an identification signal.
