An information management server 200 includes: a user registration information storage part 267 for storing a registered train number correlated with a mail address; an alternative train data storage part 266 for storing a delayed-train number of a delayed train correlated with an alternative train number of an alternative train; and a delay information transmission part 250 for obtaining, from the alternative train data storage part 266, an alternative train number corresponding to the delayed-train number identified from a telegram received from an operation management server 100, and transmitting the alternative train number to a mail address corresponding to the registered train number obtained from the user registration information storage part 267.
