PROBLEM TO BE SOLVED: To facilitate the transmission of the position of an accounting area and the accounting information, to facilitate the set of a system element, and the change of the accounting information, and to simplify the charge collection.
SOLUTION: The accounting area of a credit IC card CRD having an accounting area position, an accounting sum and a card balance recorded therein is compared with the present position detected by CPS position measuring ATNg 20-26, and the access of the accounting area is signaled on this side 500 m from the accounting area. When the accounting table of the card CRD is canceled, the latest accounting tape is received by the communication with an informing station and written in the card CRD. In getting into the accounting area, the card balance is subtracted by the accounting portion, the card balance is displayed, and the card ID, the vehicle ID, the present position, the direction and the card balance are informed to the informing station. The informing station registers the payment shortage card in the data base, and counts the accounting area getting-in and -out record of an informing device 1 to grasp the retention quantity within the area.
