To provide an infrared ray generator and a dryer including the same, reducing running costs without losing the quality of an object to be dried.
This dryer 1 includes a rotating drum 20 provided in a casing 10 and storing the object to be dried. In addition to a heat exchanger 40, the dryer 1 includes the infrared ray generators 25 for heating the object to be dried in the rotating drum 20. Each infrared ray generator 25 is installed on the upper surface of each fin 24 in the rotating drum 20 (see Fig.1). Each infrared ray generator 25 is provided with: a first sheet-like composite body 31 and a second sheet-like composite body 32 which are formed by dispersing a plurality of granules 37 into base material 38, the plurality of granules generating electromagnetic waves in a wavelength band including an absorption wavelength of water and steam; and a heating element 36 heating the plurality of granules 37. The heating element 36 is sandwiched between the first sheet-like composite body 31 and the second sheet-like composite body 32.
