To generate a strong tumbling flow in a cylinder depending on operating conditions and avoid ventilating resistance in a region requiring the quantity of air.
A partition plate 5 is fixed to a straight portion 2B of an inlet port 2 and an on-off valve 7 is provided at the end on the upstream side. The upper part of the straight portion 2B is provided with a movable bulkhead portion 11 connecting a bulkhead plate 12 to a shield plate 13 in a turnable manner. The shield plate 13 is turned by a turning shaft 15 and, at the same time, a protruded portion 16 of the bulkhead plate 12 is guided by an arcuate guide groove 17, and so the bulkhead plate 12 is parallelly moved up and down as a four-node parallel link. In the state that the on-off valve is closed and the movable bulkhead portion 11 is protruded downward, suction air passes through a central passage 21 only, therefore generating a strong tumbling flow. During high load, both of them are fully opened, thus reducing ventilating resistance.
