The inner cable 1 for transmitting the rotating torque has a core wire 2 having flexibility, and wire-wound layers 3 obtained by helically winding a single wire or a wire bundle around the core wire, and is regulated as follows. The wire-wound layers are formed as a multilayer. At least one pair of the upper and lower wire-wound layers is formed by cross winding, and the preforming ratio of the wire in the outermost wire-wound layer is 100-110%.
