To improve a deaerating function by closing the tip of a pipe driven into the ground before a hardener is injected into the pipe and inserting a deaeration hose having an opening at the side into the pipe.
An outer pipe having a specified length, in which an inner rod equipped with a drilling bit at the tip is contained in the inside is driven into the ground. Thereafter, the drilling bit and the inner pipe are drawn out of the outer pipe. Then, the tip of a deaeration hose 24 is closed with a plug body 26 and a part of the hose 24 is cut out to form an opening 28 having a shape tilted to the insertion end side, at the side part. The hose 24 is inserted into the outer pipe before an injection jig is screwed to the end protruded from the ground of the outer pipe. And further, the insertion jig is screwed to the outer pipe and an injection hardener such as cement milk is injected from an injection opening to cure the injection hardener and reinforce the ground. In this way, the residual slime in the outer pipe at the excavating process is prevented from penetrating in the hose. And hence, the hose can be easily inserted to the tip side of the outer pipe and decrease of deaeration function can be prevented.
