To perform attaching and fixing with only one worker by providing an inclined member between the lower back surface of a V-shaped vertical pressure-contact part and a horizontal member, fixing a horizontal fixing member to the upper back surface of the V-shaped vertical pressure-contact member and connecting a horizontal pressure member to the horizontal fixing member.

A horizontal member 2 having a foothold plate is projectingly provided in the upper back surface of a V-shaped vertical pressure-contact member 1 pressure-contacted with a pipe. An inclined member 3 is provided between the lower back surface of the V-shaped vertical pressure-contact member 1 and the horizontal member 2. A horizontal fixing member 4 is fixed to the upper back surface of the V-shaped vertical pressure-contact member 1 and a horizontal pressure-contact member 7 is joined to the horizontal fixing member 4 by a bolt 5 and nut 6 while being pressure-contacted with pipe. Thus, attaching and fixing operations are performed by only one worker.
