This is an insulating cable 2 in which an insulating paint layer is formed on a metal conductor and a self-lubricating layer in which a stabilized isocyanate compound, wax, and an antioxidant are mixed in a polyamideimide resin paint is coated and baked on the outermost layer of the insulating paint layer. The resin coated layer in which the self-lubricating layer is formed on the insulating paint layer has a dynamic hardness DH of 0.6 or more as expressed by a formula: DH=3.8584P/(DD). In the formula, P (mN) is a load to press a triangular cone indenter with 115 dihedral angle on the surface of the resin coated layer, and D (m) is an indented depth into the surface of the resin coated layer of the triangular cone indenter.
