An insulating cover 5 is installed in a rail engaging part 4 of a metal fitting main body 3 for fastening a rail 1 to a type plate 2 via recess/ projection fitting means 6, 7. The metal fitting main body 3 is a wedge-shaped piece 31, the rail engaging part 4 has a gentle angle-shaped engaging step difference, the insulating cover 5 is composed of an elastic material, and the recess/ projection fitting means 6, 7 are a inward projection 71 integrally formed on both side surfaces of the insulating cover 5 and a fitting hole 61 formed on both side surfaces of the metal fitting main body 3. Thus, since forgetfulness of installation and falling-off of the insulating cover are not caused at work executing time, a short circuit accident is not caused so that a train can be safely operated. An insulating clip can also be easily manufactured.
