To provide an insulator-coated soft magnetic powder capable of suppressing eddy current loss in a high-frequency range and a manufacturing a magnetic element with high magnetic permeability, a method for manufacturing the same, a dust core containing the insulator-coated soft magnetic powder, a magnetic element including the dust core, and an electronic device and a mobile object including the magnetic element.SOLUTION: An insulator-coated soft magnetic powder includes a soft magnetic powder and an insulating coating that covers the surface of the soft magnetic powder and contains a fluorine compound, and the soft magnetic powder has an average particle size of 1 μm or more and 15 μm or less, and the insulating coating has an average thickness of 5 nm or more and 50 nm or less, and the fluorine compound has a relative dielectric constant of 5.0 or less.SELECTED DRAWING: Figure 1
