An engaging part 3A and a fitting groove 3B are formed at one end of a throttle shaft 3. A tip part 5A of a shaft bearing boss 5 is formed into a flat shape, and a guide cylinder part 5F along the axial direction of the throttle shaft 3 is formed at its outer periphery. The fitting groove 3B including the engaging part 3A at one end of the throttle shaft 3 inserted and arranged in a shaft guide hole 6 protrudes from the tip part 5A of the shaft bearing boss 5, and a flat washer W is arranged between an E ring E fitted into the fitting groove 3B and the tip part 5A of the shaft bearing boss 5. The engaging part 3A of the throttle shaft 3 is engaged with and arranged in an engaging hole 8A of a rotor 8 of the opening degree sensor S, a seal cylinder part 7A is guided by the guide cylinder part 5F, and the opening degree sensor S is attached to a throttle body 1.
