According to the signals, a target driving shaft torque of a driving shaft 3 is retrieved from a map, According to the retrieved torque, a throttle valve 5 is controlled to come to a target throttle opening. A throttle driving device 6 conducts the feed-back control in such a manner that the opening of the valve 5 comes to the target throttle opening. Them maximum driving shaft torque which can be attained in each speed change step is stored for every speed change step, and the stored torque and the target driving shaft torque are sequentially compared to decide such a speed change step that the actual driving shaft torque reaches the target driving shaft torque. A solenoid valve for operating oil of an automatic transmission 2 is driven to operate the respective speed change elements. The speed change is controlled by inputting the data from an engine control device 7 to a speed change control device 10. Thus, the driving performance which matches the driving feeling of a driver can be ensured.
