A monitoring server (7) monitors a transmission device and an adjacent device in an inter-device communication system where the transmission device performs communication with the adjacent device with inter-device communication on a one-to-one basis. The monitoring server (7) includes: means (a device monitoring part 72) for updating setting information of the transmission device and the adjacent device on the basis of monitoring results of the transmission device and the adjacent device; and means (a setting information transmission part 73) for transmitting setting information after the transmission device performs temporary setting by exchanging information with the adjacent device. The transmission device and the adjacent device are allowed to write setting information over setting of their own devices.
