To provide an interaction controller that judges how much scope a user of a vehicle has from the state of the vehicle and judges user's intention without placing any burden on the user.
An interaction scope degree decision part 12 of a state management part 3 calculates the degree of user's scope to interaction (interaction scope degree) by using a speech recognition rate and a noise level in speech recognition, answer response in interaction, information showing whether or not an interaction is established, etc., in addition to information on the travel position, travel speed, etc., of the vehicle. Then, the interaction scope degree decision part 12 decides whether the last calculated interaction scope degree is the same with the currently calculated interaction scope degree. When the last calculated interaction scope degree and the currently calculated interaction scope degree are not the same, an interaction scenario specification part 13 changes specification of an interaction scenario used by an interaction control part 11. Further, when the interaction scenario is changed during interaction with the user of the vehicle, information having been inputted becomes unnecessary, so the interaction scenario specification part 13 updates interaction transition in which the interaction scenario change is considered.
