PURPOSE: To improve the operability at the time of selecting an icon by selecting the icon displayed on a CRT, detecting the use frequency, based on a result of its selection, and rearranging the icon in order by its use frequency.

CONSTITUTION: The ID number of an icon selected by an icon selecting means 11 is fetched by the icon selecting means 11. Subsequently, in a use frequency detecting means 12, the ID number stored in a history table is read in, and when data corresponding to this ID number exists, the use frequency of the selected ID number is counted up by '1'. When (n) pieces of history tables are all read in the use frequency detecting means 12, the icons are arranged in order from the icon in which the selection frequency of the selected ID number is high in an icon rearranging means 13. Based on a result of sorting, the icon is displayed on a CRT screen of a display means 14. Accordingly, in the case many icons exist, that which is used frequently is arranged in the beginning, therefore, when a user selects a target icon, it takes no time.
