An interference reduction method includes: a step in which a small base station (12) transmits macro cell identification information, for identifying a macro cell, to a user terminal in a small cell; a step for allocating a downlink control signal to the user terminal onto a radio resource unit, having a different index number from a radio resource unit on which a downlink control signal transmitted by a macro base station (11) is allocated; a step for interleaving a downlink control signal to the user terminal by using the same interleave pattern as the interleave pattern, used in the macro base station (11), generated based on the macro cell identification information.
