To provide an intermediate transfer member formed from a substrate, an elastic layer, and a surface layer, which adequately transfers images while following the surface of a recording medium whose surface is rough such as a rough paper, and adjusts conductive filler density distribution, thereby obtaining stable volume resistance as the entire belt.
In the intermediate transfer member, the surface resistivity of the elastic layer 1 is lower on the surface side 7 opposite to a substrate side than on the substrate side 8, which is a surface in contact with the substrate 2. The elastic layer 1 contains conductive filler. The substrate side has a thickness area 5 which does not contain conductive filler substantially. The surface layer 3 has a thickness of 1 to 10 μm and contains releasability imparting agent and contains no conductive filler.
