To provide an intermediate treatment method for waste plastics for the purpose of manufacturing a massive artificial floating algae shelter which is formed into an artificial submarine forest even in a deep sea area where marine algae are not grown if locked in the sea by algae grown on the surface of the artificial floating algae shelter to accelerate spawning and the growth of fish to increase marine fish resources, from fractionated and collected waste plastics, which are used as a food container and a packaging material discharged from a home and recycled as regenerated petroleum to be charged in a blast furnace as fuel to be burnt.
Fractionated and collected waste plastics are compressed by a press and the compressed waste plastics are fused by the metal rods projected from the surface of the press and heated to 180-220°C to be integrated into a plate shape. The plate-shaped waste plastics require no large keeping place and are convenient to transport. The plate-shaped plastics are heated and melted by infrared rays and mixed with liquefied gas being a foaming agent to be subjected to foam molding to form a massive block and pumice is bonded to the surface of this block to manufacture the artificial floating algae shelter on which marine algae are easy to grow and many marine small organisms inhabit.
