A fuel reforming catalyst 28 for generating combustible gas from reformed fuel by using heat of exhaust gas is provided in an internal combustion engine 10. An ECU 50 detects the generation amount of the combustible gas generated by the fuel reforming catalyst 28 by a reform amount sensor 58. When the generation amount of the combustible gas is gradually reduced by a sulfur component in fuel, a gas reduction ratio ΔH which is a temporal reduction ratio of the generation amount is calculated. Since the gas reduction ratio ΔH is correlated to the sulfur concentration in fuel, by referring to their correlation data, the ECU 50 can detect the sulfur concentration by using the gas reduction ratio ΔH.
