An internal combustion engine device controls an EGR valve not to supply exhaust gas to an intake side (S120, S160), if it is judged based on cooling water temperature Tw and ambient temperature Tout that cooling capacity of a cooling system is at most a predetermined capacity with which minimum capacity necessary to cool the engine can be secured even during execution of EGR (S130) when EGR execution conditions are met in operation of an engine (S110). Consequently, drop of cooling capacity of the cooling system can be inhibited. The EGR valve is controlled to supply exhaust gas to an intake side with keeping target EGR quantity R* calculated based on intake air quantity Qa (S140-S160) if it is judged that cooling capacity of the cooling system is the predetermined capacity or greater (S130). Consequently, the engine can be operated more appropriately thereby.
