This internal combustion engine control device is provided with the individual suction air quantity limitation means 10 individually limiting suction air quantity to each cylinder, an injection valve 6 supplying fuel to individual cylinder, an individual suction air quantity regulating means 10 controlling the individual suction air quantity limitation means to individually regulate suction air quantity to each cylinder, and an individual fuel quantity regulating means 10 controlling the injection valve 6 to regulate fuel quantity to each cylinder, and makes air fuel ratio in at least one specific cylinder different from air fuel ratio in other cylinders. Intake air quantity of the specific cylinder to which fuel supply is limited is controlled to be different from intake air quantity to other cylinders, cylinders other than the specific cylinder is operated under heavy load to perform cylinder deactivation control.
