A rotation part 40 is contained in a columnar hole 50a formed in a housing 50, and the rotation part 40 is arranged such that the central axis of the columnar hole 50a and the central axis CL2 of an inner rotor 52 are made to coincide with each other. As a result of the so formed rotation part 40 being arranged, an outer rotor 51 is arranged in a given position situated eccentrically from the central axis of the columnar hole 50a. Though a gap is provided between the outer periphery of the outer rotor 51 arranged in a given position situated eccentrically from the central axis of the conical hole 50a and the inner wall of the columnar hole 50a, the gap is radially filled with an inner cylinder 71 to rotatably hold the outer rotor 51 and the positioning ring 72.
