The Internet connection method of this invention includes a step of recording access information to a plurality of ISPs connected to a carrier network, a step S310 of acquiring a communication state in the carrier network when a user terminal makes an access request to the ISP via the carrier network, a step S320 of selecting an ISP to be connected to the terminal from the ISP receiving the access request or other ISP recording access information depending on the acquired communication state, and a step S330 of establishing the connection between the selected ISP and the terminal.
