The disaster prevention information, meteorological information, sight- seeing information, regional map information, official reports of a municipal corporation, time tables, advertisements, news, etc., are transmitted to an outdoor display panel 2 mounted on a computer, that is connected to an internet line and a LAN and then are displayed graphically in real time. When the approach of a customer is sensed by a sensor to an outdoor display panel device, the advertisement displayed by an advertiser is changed into the commodity details and shown.
