A load body 8 is joined to the upper end of a steel plate cell body 5, and while intruding the lower end of the steel plate cell body 5 into the ground, high pressure jet water is jetted into the ground 7 from the lower end of the steel plate cell body 5, and the steel plate cell body 5 is intruded into the ground 7, by separating frictional force between a wall surface of the steel plate cell body 5 and the ground 7, by the vertical movement of an expansion cylinder capable of vertically expanding a joining part of the load body 8 joined to the upper end of the steel plate cell body 5.
