This ion generating device is provided with: the ion generation electrode for generating ions by forming a high-electric-field region by an applied high voltage; a high voltage generation part for applying the high voltage to the ion generation electrode; a battery for supplying power to the high voltage generation part; and a case body formed of an insulating material, having an emission opening for emitting the ions generated by the ion generation electrode, and covering at least the ion generation electrode. The surface specific resistance value of the case body is 1×1011 Ω or less.
