High voltages are applied to multiple discharge electrodes on an electrode substrate 5 to generate ions by creeping discharge between discharge electrodes; an alternating voltage for changing a potential distribution generated on the discharge electrodes 1-4 in a form of a traveling wave having a certain traveling direction in terms of time is applied to the discharge electrodes 1-4; and the generated ions are carried in the traveling wave direction by a traveling wave electric field. In addition, one-side ions of positive and negative ions are sucked and held to an opposite electrode 10 disposed oppositely to the discharge electrodes, whereby, for instance, the negative ions are preferentially diffused and emitted to increase refresh effect.
