To stably provide an iron-chromium based steel sheet having an extremely small plastic anisotropy without requiring an increase in a large manufacturing burden.
The iron-chromium based steel sheet contains, by mass %, ≤ 0.05% C, ≤ 2.0% Si, 8.0-18.0% Cr, ≤ 0.05% N, ≤ 0.5% Al, 0-0.5% Ti, 0-0.5% V, 0-0.5% Nb, 0-0.020% B and 0-5.0% Mo and one or more kinds selected from among ≤ 5.0% Ni, ≤ 5.0% Mn and ≤ 5.0% Cu, and the sheet is a ferritic single phase substantially, and large-angle grain boundaries having the orientation difference of adjacent crystal grains of ≥15° is ≥ 90% of whole grain boundaries and also the maximum value of a crystal orientation distribution function f(g) is ≤ 5.0. Then the steel plate can be manufactuerd by the method in which the amount of martensite is made to be ≥ 70 vol% by cooling the steel plate from Ac1 point to Mf point after the final cold rolling, then a recrystallized ferritic phase is formed by heating the steel plate in the range of less than Ac1 point.
