There is provided an irrigation monitoring apparatus provided with an irrigation means 10 connected to a water-supply pipe for irrigating plants and furnished with an electrically openable irrigation valve, an irrigation controller 12 to control opening and closure of the irrigation valve of the irrigation means 10, an image-pickup means 15 to take an image of an irrigation area KA to be irrigated by the irrigation means 10, and a port opening means 22 for opening a prescribed communication port to perform a VPN among a plurality of communication ports for connecting the irrigation controller 12 and a sensor means 17 to an external communication network. The image-pickup means 15 and the irrigation controller 12 are connected via a network to the external communication network through the communication port opened by the port opening means 22, and the network connection is established by the security-ensured VPN.
