To issue a new electronic card on the basis of the face image information of an owner preliminarily recorded in an electronic card and to omit the labor of ordering the face image information of an issue requester, related to renewal or reissue from a host information management system as in the conventional method in the renewal of reissue of the electronic card.

This system comprises a card-creating means 18 for forming an electronic card provided with a facial image 30; a card reader/writer 14 for writing facial image data D1 to the electronic card 30 formed by the card- creating means 18 or reading the facial image data D1 from the electronic card 30; a camera device 15 for taking the face image of the owner of this electronic card to acquire the face image data D1; and a host computer 55 for comparing and collating the facial image data D1 of the owner read by the card reader/writer 14, with the face image data D1 of the issue requester being acquired by the camera device 15 and executing a card-creating control and an information writing control, so as to issue the new electronic card 30 on the basis of it.
