To provide data issuing technology allowing simplification of a procedure for allowing use of credit settlement while maintaining safety, in a mobile information terminal installed with an IC (Integrated Circuit) card storing a subscriber identification number in cellphone service.

A cellphone terminal 100 reads a license number from an IC license 400 by an NFC (Near Field Communication) chip 106, and transmits it to a remote issuing server 200 through an ATM (Automated Teller Machine) 500. The remote issuing server 200 receives the license number through the ATM 500, authenticates a user by use of it and the license number associated to credit ticket issuing data stored in a ticket issuing DB 201, and transmits the credit ticket issuing data with the license number deleted to the cellphone terminal 100 through the ATM 500 based on an authentication result. The cellphone terminal 100 makes a USIM (Universal Subscriber Identity Module) 150 store the credit ticket issuing data received from the remote issuing server 200 through the ATM 500.
