To provide a communication system, a program, and a communication method that can smoothly switch between a running vehicle and a roadside device that performs wireless communication while suppressing infrastructure costs.SOLUTION: A communication system 1 includes a plurality of roadside devices 40 each of which acquires travel information of a vehicle 6 through wireless communication and is installed in a different area, and a first terminal device 20 to which the plurality of roadside devices 40 are connected, and the roadside device 40 and the first terminal device 20 have routing processing units 120, 220, 440 implemented by software, and the routing processing units 120, 220, and 440 perform communication processing on the basis of a routing table updated on the basis of the travel information.SELECTED DRAWING: Figure 1
