The instrument has a longitudinal section 16 and an arcuate section 18 having at least two different radii of curvature. An inner member is positioned within the outer tubular member 12 and includes structure for engaging a length of material to draw the material through the outer tubular member 12 and into the body. The surgical instrument 10 is used for positioning a length of tape beneath the urethra to form a support.
