Disclosed is a jet-type in-situ soil sampler. The jet-type in-situ soil sampler is used for obtaining a soil sample and retaining in-situ characteristics thereof. The soil sampler is provided with: a cut-in mechanism, which is capable of moving downwards along a longitudinal axis to cut into a soil sample, and defining and forming a soil sample collection chamber (S1) on a first radius perpendicular to the longitudinal axis, wherein a soil sample entering the soil sample collection chamber (S1) is covered, on the peripheral surface thereof, in a gel solution to retain the in-situ characteristics thereof; and a drilling mechanism, which applies a force downwards on the cut-in mechanism along the longitudinal axis, and is configured with a waterjet cutter assembly (6) rotating around the longitudinal axis, wherein the waterjet cutter assembly (6) cuts the soil sample along the circumference of a second radius that is larger than the first radius so as to reduce the cut-in resistance of the cut-in mechanism. The soil sampler uses a high-pressure jet flow to cut soil and drill clean holes, and before the soil sample enters a connecting inner cylinder, the gel solution covers the soil sample, such that friction between the soil sample and a side wall of the connecting inner cylinder is significantly reduced, so that disturbance to the soil sample is significantly reduced, and the in-situ characteristics of the soil sample can thus be retained to the greatest extent.
