To allow a user to use a plurality of license servers without individually setting an environment variable in a terminal.

The operating state of a connected license server and the use state of a license managed by the license server are monitored; a license setting file, with an environment variable required in setting a license server as a reference for a license described therein, is stored; upon receiving a job transmitted from a connected terminal, an active license server with an available license remaining therein is selected as a reference for a license for the received job based on license server monitoring information; the selected license server is set as the reference destination for a license for the received job using the stored license setting file; and the job with the reference destination for the license set therefor is transmitted to an application server.
