To provide a joining device and a joining method, capable of suppressing occurrence of lamination deviation when a pair of sheet-like members is conveyed after being layered.
The joining device includes a pair of cylindrical rotating bodies 210, 220 having holding surfaces 211, 221 that hold each of a pair of sheet-like members 30, the width of the holding surfaces being narrower than the width of the pair of sheet-like members. The joining device has: a conveyance unit 200 that successively layering the pair of sheet-like members while conveying the pair of sheet-like members by turning the pair of cylindrical rotating bodies; and a joining unit (first joining unit 300) that successively joins the portions of the layered pair of sheet-like members that exceed and protrude from the holding surfaces of the cylindrical rotating bodies.
